Under this rule, all civil actions are eligible for ADR with the exception of forfeiture of seized property, juvenile delinquency, civil commitments and adoption proceedings. The rule discusses the following topics: evidence, immunity, confidentiality, costs, reports, participation of attorneys, the procedure for initiating participation, the Alternative Dispute Resolution Commission's responsibilities, the requirements for neutrals, qualifications of mediators, maintenance of status as a Rule 31 mediator, grievance procedures, the pro bono requirement, training programs, and standards of professional conduct, among others.
