Mitigating Power Imbalance in Eviction Mediation: A Model for Minnesota

This article explores the state of evictions in Minnesota and recommends approaches that may aid in alleviating the power imbalance between landlords and tenants in eviction mediation. The article is broken down into four main parts. Part 1 examines the state of eviction in Minnesota and reviews empirical studies of evictions in the state. Part 2 gives an overview of eviction mediation efforts in Minnesota, including the state's pre-filing eviction mediation programs. Part III addresses issues of power and inequality between landlords and tenants in eviction mediation and Part IV provides recommendations to address this power imbalance.
