Illinois Supreme Court - Winnebago County Mandatory Court-Annexed Arbitration Pilot Project: Final Evaluation Report

This report evaluates the effectiveness of the Winnebago County mandatory court-annexed arbitration pilot project. The evaluation methods used include: collection and analysis of case data for cases that ended before the arbitration program was implemented compared to cases processed after its implementation to determine the impact of arbitration on case management and disposition; surveys of litigants and attorneys to determine whether they were as satisfied or more satisfied with the mandatory arbitration process than with the normal court process, whether they felt the quality of justice was influenced, and whether the arbitration process saved litigants' effort, time and expense in comparison to adjudicated cases; questionnaires to arbitrators about their perceptions of the process; and a cost study to determine the overall financial impact of the arbitration program on the court.
