Illinois Supreme Court - Lake County Mandatory Court-Annexed Arbitration Project: Final Evaluation Report

This report evaluates the effectiveness of the Lake County court-annexed arbitration project. The arbitration program began in 1989, modeled after the pilot arbitration program initiated in Winnebago county in 1987. The program was evaluated first by looking at case data (type of case, filing date, amount sought in the complaint, names and addresses of all parties and attorneys, type of party, date and type of action taken by the court, and date and type of disposition of the case). The data was also collected through litigant and attorney surveys, arbitrator surveys, judge surveys, civil docket case data and court cost analysis.
