This Act dictates that a nonprofit dispute resolution fund and center must be established in any county with a population of over two million people. Each party initiating the action owes a fee to the court's clerk of $1 which contributes to the dispute resolution center's fund, in addition to all other fees and charges associated with mediation or arbitration. The Chief Judge of each judicial court in which a dispute resolution fund exists will create rules to govern that fund, which contributes to the maintenance of the nonprofit dispute resolution center. The dispute resolution centers will maintain the parties' privacy by keeping all documents and communications confidential and protected from discovery and disclosure.
