Evaluation of the South Oxnard Challenge Project 1997-2001

This study examined a restorative justice program in Ventura County, CA, that has as its goals the enhanced participation in the justice system by citizens and local communities; reduced juvenile delinquency; increased focus on families rather than individuals; and the development of more responsive, more comprehensive system. The program targets youth between 12 and 18 years who had citation or violation of probation, and scored at least 12 points on a local risk-assessment instrument. For the evaluation, juveniles were randomly assigned to the program or to a control group and followed up at six, twelve, and eighteen months. The evaluation found the results were similar for both groups, with no real difference in recidivism, restitution, community service, and drug use.
