Evaluating ADR Programs: A Handbook for Federal Agencies

This is a guide to assist federal agencies in evaluating their ADR programs. It sets forth what is important to consider when planning the evaluation, such as evaluation goals and objectives, who the audience will be for the final report, when to evaluate, who will conduct the evaluation, the cost of evaluation, evaluation constraints and overcoming them, and length of the evaluation process. The handbook also contains information on how to present, disseminate, and use the results of the evaluation. Also attached is an appendix, "Performance Indicators for ADR Program Evaluation," which provides more detailed information on which indicators to consider for evaluating either program effectiveness or program design and implementation.
